Fireman First Class Neuman was born August 10, 1915 in Cincinnati, Ohio to George and Florence Neuman. He had two sisters, Beatrice Neuman Boerger and Gloria Neuman Ragin.
He was a champion bowler in the 1930s and 1940s in the Cincinnati, Ohio area where his father operated a bowling establishment. Jerry worked at Corken-Brown, later known as Auto Light.

| Jerry was married May 30, 1939 in Hamilton County, Ohio to Margaret Manning, daughter of Edward M. Manning and Nellie B. Manning. He enlisted in the United States Navy on February 25, 1944, at Cincinnati, Ohio. He reported to the USNTC (United States Naval Training Center), Great Lakes, Illinois, for basic training. He was received aboard USS Indianapolis May 7, 1944. He served as a fireman 1/c with the crew on Indianapolis until its sinking July 30, 1945, in which action he gave his life. He was awarded the American Area Campaign Service Ribbon, the Asiatic-Pacific Area Campaign Service Ribbon and the Purple Heart. Jerry and Margaret resided on Mare Island near San Francisco, California and also in Los Angeles, California. A monument was erected in his memory at Northbend Road Northern Parkway in Hampton County, Ohio by the Parkview Heights Civic Club. Jerry and Margaret lived on Bryn Mawr Avenue in Parkview Heights until his enlistment in the Navy.
